FAQs on Foundation Certifications

HUD (the U.S. Department of Housing and Urban Development) has established specific installation guidelines for manufactured homes and oversees the process to ensure compliance.

When financing the purchase of a manufactured home, your lender must have the home inspected for adherence to HUD guidelines for all FHA/VA insured loans. Many lenders also require this certification for conventional loans.

Under the supervision of a qualified engineer, our licensed inspector collects the necessary data, including multiple photographs of the home from specified angles.

The inspector then uploads this information for the engineer to review and determine if the home meets HUD standards. If it does, the engineer issues the required "Manufactured Home Engineering Certification."

 

All our certifications are issued by MFD Home Certifications, US LLC, and are approved and sealed by licensed engineers.

When obtaining a mortgage for a new or existing manufactured home, lenders often require a foundation certification or design. This is because most mortgages are insured by the Federal Housing Administration (FHA), part of the U.S. Department of Housing and Urban Development (HUD).

For FHA insurance, the foundation of new manufactured homes must be designed and sealed by a licensed engineer in accordance with FHA guidelines. For existing homes, a professional structural engineer must certify that the foundation meets these FHA standards. The guidelines are based on the HUD Permanent Foundations Guide for Manufactured Housing.

When deciding whether to order a Foundation Certificate, an Additions Certificate, or both, it's crucial to first confirm with your lender which certifications are required. Not all lenders mandate both certificates, so it's wise to avoid unnecessary expenses by ordering only what is necessary.

If your lender does not require an Additions Certificate initially, it's best not to request one. Failing an inspection for an unnecessary Additions Certificate could potentially delay your loan closing until any required repairs are completed.

The cost of a Manufactured Home Engineering Certification can vary based on the specific services needed.

Here are the standard fees typically involved:

  • Permanent Foundation Certification: $425.00
  • Additions Certification: $425.00
  • Permanent Foundation with Additions Certification Bundle: $550.00

Please note, if you find later that you require an Additions Certification after the initial inspection and the Foundation Certification documentation has already been submitted, there will be an additional fee of $425.00.

A foundation certification is often required for manufactured homes to ensure the foundation is present, permanent, and functional.

A permanent foundation is defined as one built from durable materials like concrete, mortared masonry, or treated wood, and it must be constructed on-site. Because manufactured homes are not built on-site, it is crucial to certify that their foundations meet this criterion. According to HUD, the foundation must include attachment points to anchor and stabilize the home, transferring all loads to the underlying soil or rock. The design must adhere to FHA guidelines. For existing homes, a structural engineer must certify that the foundation meets FHA requirements, as outlined in the HUD Permanent Foundations Guide for Manufactured Housing. This guide specifies that permanent foundations must be structurally developed per its standards or designed by a licensed professional engineer.
